Functions & Responsibilities

Planning and allocation of budgetary revenues and expenditures.

Implementation and control of the public budgets and the fund budgets.

Handling of accounting matters, preparation of financial reports and annual financial statements.

Review and supervision of procurement cases.

Digitization of accounting vouchers.

Appointment, transfer, training, performance appraisal, rewards and punishment of accounting personnel of the ministry and its affiliated agencies.

Other matters related to budgeting and accounting.

Highlights of Reorganization

In response to the reorganization and the promotion of major policies, the department will adjust funding, ensure smooth budget implementation, and assist in the preparation of related budgets.

The department is tasked with comprehensively reviewing the accounting regulations and streamlining fund expenditure and reimbursement requirements so as to reduce the administrative processes for local environmental protection agencies, the Ministry of Environment and its affiliated agencies.

In line with the paperless policy, the department will carry out a full-scale digitization of verification processes.

Through process re-engineering and the use of information technology, various functions will be incorporated into the BAF system to help improve administrative efficiency.
