Taiwan's Ministry of Environment Announces “Fee-Charging Rates of Carbon Fees”

The Ministry of Environment (MOENV) has officially approved the charging rates of carbon fees following the recommendations of the Carbon Fee Rate Review Committee. After completing the legal procedures, the MOENV announced the “Fee-Charging Rates of Carbon Fees” on October 21, 2024. These rates will take effect on January 1, 2025, as detailed below:

  1. Standard Carbon Fee Rate: NT$300 (US$9.34) per ton of carbon dioxide equivalent (tCO2e) for general entities subject to the carbon fee.
  2. Preferential Carbon Fee Rate A: NT$50 (US$1.56) per ton of carbon dioxide equivalent (tCO2e) for entities that apply for a self-determined reduction plan and meet the industry-specific designated reduction rate.
  3. Preferential Carbon Fee Rate B: NT$100 (US$11) per ton of carbon dioxide equivalent (tCO2e) for entities that apply for a self-determined reduction plan and meet the technology benchmark designated reduction rate.

  On August 29, 2024, the MOENV announced the three key regulations related to carbon fees (the "Regulations Governing the Collection of Carbon Fees," the "Designated Greenhouse Gas Reduction Goals for Entities Subject to Carbon Fees," and the "Regulations for Administration of Self-Determined Reduction Plans"). This marks the official beginning of the carbon pricing era. Additionally, “Fee-Charging Rates of Carbon Fees” were released on October 21, 2024. According to the "Regulations Governing the Collection of Carbon Fees," entities subject to the carbon fee will be required to calculate and pay their carbon fees based on their total GHG emissions for the entire year of 2025 by May 2026.

  The MOENV emphasizes that the primary objective of imposing carbon fees is to encourage GHG reduction efforts. Entities subject to the carbon fee that implement effective measures to reduce their GHG emissions and meet designated goals may apply for approval of a self-determined reduction plan to qualify for preferential rates. To ensure a smooth transition to the carbon fee system, the MOENV will conduct informational sessions on developing self-determined reduction plans. Additionally, the Ministry of Economic Affairs will establish relevant support mechanisms, providing professional technical consultation and guidance to assist industries in applying for approval of self-determined reduction plans to qualify for preferential rates.
