  • Voluntary emissions reduction projects

    To encourage domestic industries to invest in greenhouse gas reduction actions early. On December 31, 2014, in accordance with Article 22 of the Temperature Management Act, the Department issued the "Greenhouse Gas Offset Project Management Measures" as the basis for the recognition of greenhouse gas reduction results. The above method refers to the United Nations Clean Development Mechanism to promote related work, and encourages enterprises to promote reduction work by issuing reduction quotas as an incentive. According to the provisions of the Regulations, for the application for exchanging project quotas, a project plan should be submitted in accordance with the reduction method approved by this agency, and the project can only be implemented after being confirmed by the inspection agency and deliberated by this agency to complete the registration process. The monitoring report on the actual reduction performance of the project plan shall be verified by the inspection agency and applied to the Department for quota approval. After being reviewed and approved by the Department, the reduction quota will be obtained.

    The aforementioned mechanism complies with the international requirements for measurable, reportable, and verifiable greenhouse gases to ensure substantial reduction; Hazards and avoiding double counting and other five principles to avoid deduction quotas being takenWhen the reduction is made, it should be reduced to the reduction effect expected to be achieved by the original relevant control regulations.

    In addition, on February 15, 2012, the temperature management law was amended to the climate law, and new carbon fees were added, and new or changed emission sources of a certain scale should be offset according to a certain percentage of greenhouse gas increments; at the same time in the climate Article 25 of the law stipulates that "enterprises or governments at all levels may independently or jointly propose voluntary reduction projects, apply to this agency for approval to obtain reduction quotas, and use them in accordance with the prescribed conditions and time limit" to continue the offset project mechanism and encourage enterprises Early reduction. After obtaining the reduction quota, it can be transferred, traded or auctioned to the carbon fee collection target or those who have the demand for incremental replacement, so as to improve the cost effectiveness of reduction, and also provide reduction incentives to promote reduction.

    The Department has formulated the "Greenhouse Gas Voluntary Reduction Project Management Measures" (hereinafter referred to as the "Voluntary Reduction Project Management Measures") to standardize domestic quota review, etc., with the aim of simplifying procedures, encouraging participation, and expanding results. Principles to ensure that the country as a whole achieves substantial reduction and steady promotion.

    The voluntary reduction mechanism is a supporting measure of the carbon pricing mechanism. It encourages carbon fee collection targets to "lead the small" to cooperate with non-incorporated enterprises to implement reduction measures. The incentive mechanism will be able to promote the active reduction of business, and steadily promote the overall reduction of the country's overall real reduction towards the goal of net zero transformation.

  • Imposition of carbon fees

    Promoting carbon pricing is an important strategy for carbon reduction. In order to accelerate carbon reduction efforts, the Climate Change Response Act (the Act) has added the economic incentive tool of imposing the carbon fee. The fee revenues are earmarked for work related to greenhouse gas (GHG) reduction, developing low-carbon and negative emission technologies and industries, and subsidizing and rewarding investments in GHG reduction technologies, etc., in order to promote GHG reduction and low- carbon economic development.

    The carbon fee scheme will be gradually implemented in phases in accordance with the national reduction target. It will initially be levied on the power and manufacturing industries that emit more than 25,000 tons of carbon dioxide equivalent per year. According to Paragraph 3 of Article 28 of the Act, the rate of carbon fee shall be assessed by the fee rate review committee set by the central competent authority, according to the current status of Taiwan's greenhouse gas reduction, the type of emission source, the type of greenhouse gas emissions, the scale of emissions, the status of voluntary reduction, reduction results and other relevant factors. The fee rate will be approved and announced by the central competent authority and reviewed regularly.

    The carbon fee is an economic rather than a fiscal instrument, and its objective is to promote real reductions. Therefore, Article 29 of the Act also stipulates that for those who can effectively reduce GHG emissions and achieve the specified targets by implementing GHG reduction measures such as switching to low-carbon fuels, adopting negative emission technologies, improving energy efficiency, using renewable energy or process improvement, etc., they may submit voluntary reduction plans to apply for approval of preferential rates. The design of differential fee rates will encourage larger emitters to proactively reduce GHG emissions.

    Carbon fee revenues will be placed into the GHG Management Fund, earmarked to implement GHG reduction and climate change adaptation. Article 33 of the Act specifies the purpose of the fund, including the development of low-carbon and negative emission technologies, subsidies and incentives for investing in GHG reduction technologies, promotion of climate change adaptation work, carbon footprint management mechanism, education advocacy and supporting just transition, etc. Through proper planning of revenue and expenditure utilization, the fund would enhance the reduction effects, and the report of its implementation results will be regularly disclosed.
