The Organization Act of the Ministry of Environment was promulgated by Presidential Decree on May 24, 2023. Hence, the Environmental Protection Administration, Executive Yuan was restructured into the Ministry of Environment and four tertiary agencies, namely, the Climate Change Administration, the Resource Circulation Administration, the Chemicals Administration, and the Environmental Management Administration were established, along with the National Environmental Research Academy. In response to the international trend towards net-zero emissions and other global environmental changes, the government has changed its approach from "management of natural resources" to "actively responding to the global environmental situation and creating opportunities for Taiwan's transformation". This involves integrating expanded authority and systematically dealing with climate change, resource recycling, chemical substance management, management of environmental quality, and strengthening of environmental research, with the expectation of achieving the following objectives:

  1. Actively respond to climate change, strengthen the promotion and implementation of Taiwan's policy formulation, implement stage-by-stage control target management and inspection operations, respond to international carbon tariffs and supply chain carbon reduction trends, accelerate the promotion of carbon pricing, strengthen carbon inventory mechanisms, seek carbon reduction technologies and strategies, reduce international pressure and assist with Taiwan's industrial transformation.
  2. Implement circular economy, waste reduction and reuse, and promote circular procurement, sustainable consumption and product-friendly design by coordinating the management responsibilities of various ministries, collecting funds to promote resource recycling, regenerating energy from waste, and analyzing waste resources. Find new methods to reduce the use of raw materials, improve the efficiency of resource use, reduce environmental load and gradually move towards the goal of sustainable resource recycling and zero waste.
  3. Expand the targets of chemical substance management to all chemical substances used in Taiwan, follow the principles of "source management extends the border, reduces breakpoints and prevents illegality", "connect and integrate disaster prevention resources, strengthen response and reduce losses from incidents", "transmit complete hazard information, reduce health risk exposure" and " sustainable and non-toxic transformation of resources, in line with international conventions and management", and other goals.
  4. Strengthen environmental law enforcement with digital technology, use smart technology and the Internet to deal with general waste in multiple ways, improve environmental cleanliness and sanitation, sustainably manage soil and water resources by improving investigation and remediation technology to verify and increase soil and groundwater restoration and carbon sink capabilities; strengthen pollution source control, create a low-hazard living environment, and develop healthy and sustainable communities.
  5. Develop climate change and resource cycle research, improve environmental risk assessment and governance technologies, promote net-zero transformation and cultivate professional talent, combine national research resources to establish an environmental think tank, and provide long-term and stable overall national environmental protection policy support.
