The partial amendments to the Waste Disposal Act were promulgated and amended on July 15, 2026, and the new management system for industrial waste reuse will officially take effect on July 15, 2028.
Following the implementation of the new system, the Ministry of Environment will centrally formulate sub-laws, including the Regulations Governing Industrial Waste Reuse, to: establish product quality management, process equipment standards, and accreditation and certification systems for reuse products, as well as centrally handle permit reviews and strengthen flow tracking and management.
Meanwhile, the central industry competent authorities will shift from their former regulatory role toward industrial guidance, source reduction, process improvement, and the promotion of circular materials applications, realizing the governance framework of "Strengthened management by the Ministry of Environment, deepened guidance by central industry competent authorities."
o ensure a smooth transition between the old and new systems, for facilities that have obtained reuse permits between July 15, 2026, and July 15, 2028, their permits shall remain valid until the expiration of their original approval terms. Applications, renewals, or modifications submitted during this period shall be processed in accordance with existing regulations.
