At the Executive Yuan meeting today (May 22), Premier Cho Jung-tai, after hearing the Ministry of Environment’s report on the “Phase 3 Greenhouse Gas Periodic Regulatory Goals,” stated that in order to move toward the target of net-zero emissions by 2050, President Lai Ching-te at the Presidential Office’s National Climate Change Committee has announced more aggressive carbon reduction targets: compared to the 2005 baseline year, national net greenhouse gas emissions should be reduced by 28 ± 2 % by 2030, 32 ± 2 % by 2032, and 38 ± 2 % by 2035. He emphasized that while pursuing these aggressive reduction targets, green growth must also be driven.
Premier Cho noted that the Phase 3 Greenhouse Gas Periodic Regulatory Goals will be achieved progressively through Taiwan’s Comprehensive Carbon Reduction Action Plan, which integrates bottom-up autonomous plans by each ministry and, thanks to Vice Premier Cheng Li-chiun’s convening of multiple meetings, top-down flagship initiatives proposed by the Executive Yuan’s Net-Zero Pathway Task Force. These 20 flagship carbon reduction projects span six major sectors—energy, manufacturing, residential & commercial, transport, agriculture, and environment—and will effectively intensify reduction efforts. He also expressed the expectation that the electricity emission factor will decrease to 0.319 kg CO2e/kWh by 2030.
Adhering to the strategic directive of “Prioritizing Carbon Reduction with Net Zero as Target,” Premier Cho stressed that “active carbon reduction” will be the core focus moving forward. He urged all ministries to accelerate the drafting of greenhouse gas reduction action plans under the Climate Change Response Act, to complete stakeholder communication and public consultation, and to ensure that these carbon reduction plans are fully implemented and vigorously promoted. He further requested the Ministry of Environment to continue managing, monitoring, and following up on these initiatives.
