Ministry of Environment Holds Forum on Integrity of Climate Change Information to Establish a Reliable Cross-Sector Climate Information Ecosystem

On Sept. 12, 2025, together with the Ministry of Justice (MOJ), the Ministry of Environment (MOENV) held the "Climate Change Information Integrity Forum" to raise awareness of climate misinformation and greenwashing through generative AI and social media. The forum aimed to lay a foundation of trust for the net zero transition by facilitating interdisciplinary cooperation for the creation of a climate information ecosystem that provides correct, transparent, and verifiable information focusing on the three major facets of sustainable finance, digital governance, and corporate integrity.

According to Deputy Environment Minister Hsieh Yein-Rui, transparency and integrity are keys to climate action. The United Nations issued the "Global Initiative for Information Integrity on Climate Change (GIICC)" in 2023, which will be included for the first time on this year's COP30 agenda. Taiwan's policy takes the same direction; aside from reinforcing information transparency through the "Basic Environment Act" and "Act to Implement the United Nations Convention against Corruption," the MOENV also promotes honesty and integrity in the area of environmental sustainability in order to maintain and enhance policy credibility.

Deputy Justice Minister Hsu Hsi-Hsiang said that climate governance must be founded upon information transparency and integrity, the overlooking of which may lead to greenwashing and damage public trust. In the future, the MOJ will implement the convention against corruption by promoting transparent administration, public-private cooperation, and integrity in corporate governance. It will also work with the MOENV to create a governance environment that aims for both honesty and sustainability.

The MOENV said UN GIICC Consultant Philip Newell was invited to send a pre-recorded video to the forum to explain the purpose of information integrity, emphasizing that information transparency has now become the foundation for global governance. He warned that misinformation may undermine the public's support for climate action. Meanwhile, domestic experts such as Brenda Hu, a Department Director in the Financial Regulatory Commission, talked about net-zero transition and green finance action plans as well as the adherence to the regulations IFRS S1 and S2, which highlight the importance of sustainable information disclosure. The CEO of DSP Inc., Liu Chia-Kai, spoke about digital governance for climate change and transition to net zero, as well as the reinforcement of information governance by providing transparent and participatory access to information, urging ministries to work together and earn the public's trust.

Transparency International Taiwan Chair Yeh Yi-Chang said governance with integrity is the only way to sustainability — integrity must be prioritized while anti-greenwashing is the means. He also spoke about the UN's Global Principles on Information Integrity.

The MOENV stated that the forum demonstrates Taiwan's alignment with international practices in promoting climate change information integrity. Information integrity is not only a form of social capital but also the basis on which policy credibility and the net zero transition can be strengthened. Only by putting integrity first can net zero sustainability actions truly be realized.
