To encourage both public and private sectors to continuously improve the quality of public toilet services and to create clean, comfortable, and user-friendly restroom environments, the Environmental Management Administration (EMA) of the Ministry of Environment (MOENV) is organizing the 2025 Outstanding Public Toilet Evaluation. An online voting campaign will take place from September 1 to September 30, inviting the public to cast a crucial vote for their favorite high-quality public toilets.
According to the EMA, this year’s evaluation includes 62 outstanding public toilets. After the first-round preliminary review by the evaluation committee, 40 toilets were selected for the second-round on-site assessment. At the same time, an online voting activity will also be held for categories such as Enterprise-Provided Toilets, Transportation Facilities, Tourist and Recreational Sites, and Local Government Recommended (Outstanding Toilet Group). The public is invited to vote, highlighting the importance of public participation in improving restroom quality and promoting the ongoing optimization of public toilet services.
This year’s evaluation features two key innovations. First, the "Enterprise-Provided Toilets" category has been expanded—beyond including existing convenience stores, gas stations, and fast-food chains, it now also includes large retail chains and department stores. This aims to set new benchmarks and attract more enterprises and private entities to provide high-quality public toilets. Second, the evaluation introduces a new “Local Government Recommended—Gender-Friendly Outstanding Toilets” group to encourage the respect of diverse gender needs and recognize facility managers who are committed to clean and comfortable toilets.
Online voting will be held from September 1 to September 30, 2025. During the campaign period, each person may cast 4 votes per day—one vote for each of the following categories: Enterprise-Provided Toilets, Transportation Facilities, Tourist and Recreational Sites, and Local Government Recommended Toilets. Public voting will account for 10% of the final score in the Outstanding Public Toilet evaluation. EMA invites citizens nationwide to actively participate and vote through the dedicated campaign website: https://esms.moenv.gov.tw/toilet/VoteToilet2025. Every vote you cast helps raise awareness for excellent public toilets and contributes to building clean, comfortable, and inclusive public spaces.
