Executive Yuan Approves Taiwan's Nationally Determined Contributions (NDC 3.0)

The 30th Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC COP30) is about to commence. According to the Paris Agreement and the decisions of COP28, all parties should propose their 2035 Nationally Determined Contributions (NDC 3.0) this year. The Executive Yuan officially approved Taiwan's NDC 3.0 on November 3. This fully presents Taiwan's efforts and achievements in carbon reduction and sustainable transition to the international community, responding to the spirit of COP30's "Global Mutirão" (Global Collective Action).

The Ministry of Environment (MOENV) stated that although Taiwan is not an official party to the UNFCC, it has aligned with the Paris Agreement and the decisions of COP28. Under the guidance of Vice Premier Cheng Li-chiun of the Executive Yuan, a cross-ministerial team collectively completed Taiwan Comprehensive Carbon Reduction Action Plan over the past year. In January 2025, the National Climate Change Committee submitted the NDC 3.0 (beta version), setting ambitious targets against the 2005 baseline year for net national greenhouse gas emissions: a reduction of 28%±2% by 2030, 32%±2% by 2032, and 38%±2% by 2035. Following this, active social dialogue was launched to promote broad and effective public participation, through more than 20 sessions with 4,300 participants, widely incorporating opinions from industry, government, academia, research institutions, and civil society, contributing to this significant policy outcome.

The NDC 3.0 were formally approved by the Executive Yuan on 3 November. The document sets the target for national greenhouse gas net emissions reduction at 38% ± 2% by 2035 compared to the base year 2005. It encompasses ten main dimensions, demonstrating concrete, science-based and transparent climate actions, including: Equity and Ambition; Domestic Legal Framework and Climate Governance in Taiwan; Energy Transition and Smart Green Energy Strategy; Twin Transitions toward Digital and Green Industries; Green Finance and Carbon Pricing; Net-Zero Sustainable Green Living and Community-Driven Action; Just Transition and Green Collar Talent; International Cooperation; Climate Change Adaptation; and, Human Rights, Gender Equality, and the Rights of Children and Youth.

MOENV’s Minister Peng presented the "2035 Nationally Determined Contributions (NDC 3.0) Carbon Reduction Target" report in an extempore motion at the Yuan meeting on 6 November. He pointed out that Taiwan experienced multiple extreme weather events this year, including Typhoon Danas, heavy rainfall on July 28, and Typhoon Haigas, reflecting a significant increase in disaster risk due to climate change. Although the central and local governments have established a solid disaster prevention system, both wind speeds and rainfall of typhoons show an increasing trend under global warming, and disasters are becoming more complex, leading the international community to accelerate mitigation and adaptation efforts. Minister Peng emphasized that Taiwan's NDC 3.0 are highly challenging targets, requiring the building of social consensus, industry collaboration, and joint implementation by central and local governments to methodically advance the transition. Taiwan's carbon reduction goal is second only to Japan in Asia; it will be regularly reviewed based on international trends, as Taiwan endeavors to balance its international responsibilities and national competitiveness.

On this day, Minister Peng specifically thanked all ministries, enterprises, and citizens for their participation and support. He stated that Taiwan will use this approved NDC 3.0 to fully present Taiwan's efforts and achievements to the international community. Premier Cho Jung-tai instructed at the meeting that as the COP30 Leaders' Summit convenes, Taiwan, as a responsible member of the international community, align with the Paris Agreement, announce its NDC 3.0, and set transformation milestones for a low-carbon Taiwan. The Executive Yuan has also approved 20 flagship carbon reduction plans. The premier asked all ministries to actively promote these projects, amplifying and accelerating the momentum of carbon reduction, and responding to common but differentiated responsibilities with the spirit of global collective action.
