The Ministry of Environment hereby announces a draft amendment to Article 29, Article 42, and Appendix Table 6 of Article 46 of the Standards for Determining the Items and Scope of Environmental Impact Assessments for Development Activities. This amendment is primarily made in response to the amendments to Article 5 of the Environmental Impact Assessment Act, which were passed on third reading by the Legislative Yuan on November 14, Year 114 of the ROC (2025), whereby the requirement for environmental impact assessment for the installation of solar photovoltaic power generation systems was incorporated into the Act through the addition of Paragraphs 3 and 4 of Article 5, and promulgated by the President on November 28, Year 114 (2025). Accordingly, Article 29 and Appendix Table 6 of Article 46 of these Standards are amended. In addition, to prevent potential environmental impacts arising from carbon dioxide capture and storage sites, Article 42, Subparagraph 7 of these Standards is also amended and newly added.
