Value-Added Use of Departmental Information

In 2015, the Executive Yuan directed the governing agency to develop the "Chemical Cloud -- Inter-ministerial Chemical Substance Information Service Platform" (hereinafter referred to as the "Chemical Cloud") with the objective of integrating chemicals management information gathered from pertinent ministries and agencies. Aimed to establish a comprehensive platform for the compilation and sharing of such information. To date, the Chemical Cloud has accessed 53 information systems managed by 10 ministries and agencies. By synthesizing data from ministries and agencies, the Chemical Cloud has developed searching functions that aid relevant management ministries and agencies to acquire chemical operation information from all management ministries. Furthermore, the platform has provided customized functions according to the needs of management agencies and creating value-added applications across relevant ministries and agencies, thereby enhancing the value of integrated information.

The data integrated into the Chemical Cloud supports a range of value-added applications and functions:

1.Enhance fire-fighting and disaster relief information: Collaborating with the National Fire Agency of the Ministry of the Interior, the service platform has customized a report of chemical substance handling information at the operating site. This report enables disaster relief units to access the necessary information during emergencies, thereby enhancing the capacity of firefighting and relieving of chemical disaster.

2.ystematically Systematically administering domestic information concerning the handling of explosive materials and hazardous goods: Developed a domestic distribution map for explosive and hazardous goods using quarterly renewed inventories data provided by management ministries and agencies. This map serves to display the location distribution of quantities of import, manufacture, usage, and storage of explosives and hazardous goods, including information about their suppliers.

3.heme about Food Safety: In response to the requirements of ministries and agencies to develop specific functions. For example, screening potentially suspicious food manufacturers and chemical operation records to issue alerts of abnormal transactions; and by comparing information of chemicals operation records from various systems to find out suspicious food manufacturers and issue alarms. Aiding the relevant management ministries to oversee chemicals applications in food and try to mitigate food safety risks.

4.Disclose chemicals handling information: In an effort to provide public awareness regarding nearby chemicals, the Chemical Cloud discloses information on the overall number of handlers in the nation and their corresponding handling quantities. This information is accessed from each management information systems and displayed prominently on the platform's front page. Confidential and sensitive data are excluded from disclosure, and have received consent of each source ministries prior to publication.
