The registration of both new and existing chemical substances is primarily governed by the "Regulations of New and Existing Chemical Substances" (hereinafter referred to as the Regulations), which were established in accordance with the "Toxic and Concerned Chemical Substances Control Act." The Regulations primarily specify the definitions of management terms, types of registration, registration levels, registration methods, content of registration information, registration management, validity period of registration documents, and information disclosure. Hence, the aim of registration is to streamline Taiwan's chemical management by verifying the properties and potential risks of chemical substances through early-stage registration. Additionally, by creating a database of chemical substance registrations, relevant industry authorities can access pertinent information to effectively oversee the use of chemical substances by the industry's enterprises. This is the reason that domestically manufactured and imported chemical substances shall proceed with relevant registration process according to the Regulations. The following registration system process offers registrants a comprehensive view of the registration.
When reviewing the registration of new chemical substances, if the registration data indicates the presence of potential toxic or concerned chemical substances, appropriate management measures shall be implemented according to incidental provisions in order to assess the quantities and movement of substances with relatively higher hazards. Existing chemical substances, on the other hand, are to be designated to complete the list of existing chemical substances subject to standard registration in stages. This is done to gather substances that are widely circulated domestically, may have higher potential hazards, or have limited available information, as part of the management measures.
All chemical substances that have obtained an approved registration number are required to report their handling quantities of the preceding year before making the declaration for the following year. This process aids in ascertaining the actual quantities of domestically manufactured or imported chemical substances. The registration data is periodically integrated into the Inter-Departmental Chemical Substances Information Platform (Chemistry Cloud), allowing ministries and agencies to access information about the properties and handling quantities of chemical substances.
