To enhance the management and safety of individuals handling toxic and concerned chemical substances, the Chemical Substances Administration has been implementing the "Toxic and Chemical Substances Handling and Flow Audits and Verification Plan." To effectively regulate the flow of chemical substances and ensure their proper handling in accordance with specified purposes, the Administration also collaborates with local environmental agencies to acquire and oversee information regarding the handling of chemical substances falling under the jurisdiction of these agencies.

In terms of management approach, the Administration obtains comprehensive insights into the handling and flow of toxic and concerned chemical substances through audits and verification of reporting records from handling and reporting systems. Simultaneously, on-site audit operations are conducted to identify and trace any unusual handling practices. Additionally, the Administration conducts annual post-market investigations and provides guidance concerning toxic and concerned chemical substances. These initiatives encompass thorough examinations of how business entities genuinely use and manage these substances, including delving into process intricacies, equipment components, toxicity levels, and the roles played by these substances in the manufacturing process. This investigation also encompasses evaluating reaction conditions, product types, and other relevant factors. Furthermore, the Administration actively assists business entities in formulating pollution flow diagrams and effectively managing the pollution.
