Professional Emergency Responder Training

1.Introduction

To minimize impact on the environment and human health resulting from incidents involving toxic and hazardous chemicals, it is imperative that all emergency response activities are carried out with the utmost professionalism, aiming to enhance response protocols for safety and efficiency. Recognizing the necessity of establishing a comprehensive system for training, management, and certification of emergency responders specifically for toxic and hazardous chemical substances, the Chemical Substances Administration (referred to as the Administration), under the Ministry of Environment, has already enacted the "Regulations on the Management of Emergency Responders for Toxic and Hazardous Chemical Substances" (hereinafter referred to as the Regulations). These Regulations were formulated in accordance with Paragraph 3 of Article 37 of the Toxic and Hazardous Chemical Substances Control Act. The Regulations came into effect on July 1, 2021 with training programs initiated on the same day.

2.Level and Training Qualifications of Emergency Responders

According to the Regulations on the Management of Emergency Responders of the Toxic and Concerned Chemical Substances, emergency responder training is divided into five levels – awareness, operations, technician, incident commander, and specialist levels – and their training qualifications are as follows: Awareness, operations and technician levels: Should be“over 18 years old and possess a junior high school or higher graduation certificate or equivalent academic certificate” or “possess other qualifications recognized by the central competent authority.”

Incident commander level: Should“possess an operational level, technician level or specialist level responder certificate,” “possess a senior high school or higher graduation certificate or equivalent academic certificate” or “possess other qualifications recognized by the central competent authority.”

Specialist level: Should “possess a technician level responder certificate,” “possess an associate degree or higher in science, engineering, agriculture and medicine or equivalent academic certificate,” or “possess other qualifications recognized by the central competent authority.”
