To promote Taiwan's circular economy, enhance resource circulation and achieve carbon reduction goals, the Executive Yuan approved the "Reduction Recycling and Resource Circulation Promotion Plan" on June 27, 2011, with a total budget of NT$3.98175 billion for a five-year plan. The plan focuses on 3 sub-projects, including the "Material Resource Circulation Project", "Source Reduction and Circular Procurement Project" and "Challenging and Concerned Waste Removal and Treatment Project".
The main goal of this plan is to take a complete overview of waste resources from the perspective of defining material resources, improve the Waste-to-Energy network and establish matchmaking channels, strengthen the management of reusable resources, control the quality of material resources and their flow, ensure the reusable products lead to suitable places. On the other hand, promote the reduction of waste at source, meaning taking action on cutting the usage of raw materials and single-use products. Promote circular procurement to save natural resources. At the same time, solve the problem of the cleanup capacity of asbestos, fertilizer, waste wood, and other substances.
