Resource Circulation and Zero Waste

The initiative aims to respond to the global trend towards net-zero emissions and to mitigate the impact of climate change. Research has indicated a positive correlation between the circular economy and carbon reduction. The Resource Circulation Administration(RECA) aims to promote the sustainable development model by maximize the lifespan of products and materials, minimize waste and pollution, and achieve more efficient resource utilization throughout the value chain, thereby balancing economic, environmental, and social benefits.

In March 2022, Taiwan published the "Taiwan 2050 Net Zero Emission Pathway and Strategy Overview", in which 12 key strategies (Figure 1) for transitioning to net zero emissions were proposed. Among them, the 8th key strategy is "Resource Circulation and Zero Waste". As a result, the RECA has developed strategy for cross-ministerial collaboration to establish 3 major goals, 4 major promotion strategies, and 10 key actions for implementation. In addition, 37 promotion measures and 71 projects (Figure 2) have been planned to promote resource recycling and reuse, with the goal of improving resource productivity and reducing per capita material consumption while keeping pace with economic growth and resource circulation.
