Hazardous Material Site Inspection

To prevent disaster incidents caused by chemical substances (goods), the Chemical Substances Administration of the Ministry of Environment (hereinafter referred to as the Administration) has, under the guidance of the Executive Yuan, coordinated with various ministries and agencies to establish a collaborative management mechanism known as the "Inventory, Management, Inspections, and Drills" for hazardous chemical substances (goods). This mechanism is consistently promoted to ensure safe handling practices and the effective implementation of safety measures.

After coordinating with different ministries and agencies to synthesize definitions, target substances, geographical areas, and legal regulations pertaining to hazardous chemicals, the Administration has developed the "Reference Guidelines for Managing Abnormal Processing, Handling, Storage, and Emergency Responses," suggesting that both public and private sectors can refer to applicable general and collaborative operating procedures and regulatory provisions.

Meanwhile, building upon the inter-departmental chemical substances platform known as the "Chemistry Cloud," the Administration has consolidated data on hazardous chemical substances (goods) from various ministries and agencies, and incorporated GIS to develop a visualized single-portal inquiry function. This function displays details such as the quantities of hazardous chemical substances (goods) imported, manufactured, used, and stored, as well as the distribution of business entities involved. These details not only serve as points of reference for management, but the Chemistry Cloud's existing information also contributes to supporting and facilitating disaster relief missions for firefighting units.

In the realm of safety management, the Administration has collaborated with ministries, agencies, and local governments to oversee the establishment and operation of handling and storage facilities for hazardous chemical substances (goods). To achieve this, the Administration conducts on-site investigations and inspections, with a specific focus on high-risk sites; and guides public and private sectors in performing regular self-assessment and record-keeping. In the meantime, through joint safety supervision, on-site guidance, and unannounced testing, the Administration also examines relevant processing, equipment, and facilities at public and private sites, as well as their safety management practices for the transport and storage of chemical substances (goods).

Finally, the Administration has also integrated the chemical disaster emergency response capabilities of both the public and private sectors to mitigate chemical incident risks. This effort encompasses "the establishment of chemical disaster emergency response training sites and the design of five-level training courses aimed at training emergency responders," "the certification of professional consulting and emergency response organizations," and "the implementation of disaster prevention and rescue exercises or drills." These initiatives collectively work towards accomplishing the training and emergency response objectives, both in routine operations and during times of disaster.
