To respond promptly to emergency chemical disasters and incidents, the Ministry has established an environmental incident response framework, which includes the Environmental Incident Monitoring Center, Environmental Incident Consultation Center, and 10 Environmental Incident Specialist Teams. Among these, the Environmental Incident Monitoring Center serves as the central unit responsible for providing decision-making support and resource coordination during incident responses. It monitors various chemical and environmental incidents through communication with media, firefighting, environmental protection, and police units. Additionally, it utilizes a system to monitor and track vehicles transporting toxic and chemical substances. The Environmental Incident Consultation Center, on the other hand, is an advisory panel composed of experts in the fields of chemistry, chemical engineering, environmental engineering, public health, or environmental hygiene. When the Environmental Incident Consultation Center receives a report of a chemical disaster, it will promptly contact all relevant parties to collect and consolidate pertinent information. If additional support is deemed necessary or in response to a request from another governmental disaster prevention and protection agency, the Center will immediately notify the nearest specialist team to proceed to the incident site. The specialist team deployed to the site serves as the frontline unit responsible for assisting in disaster relief efforts. Its primary tasks include conducting environmental assessments, promptly analyzing environmental data, and providing these findings not only to the on-site disaster relief commander for decision-making, but also for determining techniques related to environmental cleanup and remediation in cases of chemical dispersal into the environment.
